簡単に言うと新しいＵＳＢドライブ、CD-R、Blu-ray等の外部ストレージはフォーマットしないと記録出来ません。

古い読み取り/書き込みストレージ デバイスをフォーマットすることもできますが、フォーマットすると以前のデータがすべて消去されるため、フォーマットするときは注意してください。

Simply put, newer external storage devices like USB drives, CD-Rs, Blu-rays, etc. cannot be written to without formatting them.

You can also format older read/write storage devices, but be careful when formatting them as formatting will erase all previous data.

（フォーマットの仕方）

「エクスプローラー」ー＞ドライブ選択後、「右クリック」メニューでフォーマットして下さい。

(How to format)

Open File Explorer, select the drive, right-click, and format it.

注意）フォーマットすると以前のデータが消えてしまうので、「エクスプローラー」が初期フォーマットすることは今のところ無いようです。
